I'm not sure about the version here but without it the image wouldn't build

Proposed Changes
Build the addon using the official Promtail docker image build rather that your custom build since it appears to support Journal scraping these days.
Taking the backports version of systemd-dev so that it supports the systemd version in later versions of Hassos
