• Allow users to store questions as YAML difference files in the repo.
• Import/export using different defaults if required.
• Original default file name stored in manifest and used as default if no other supplied.
• Allow forced import of questions to allow reimport with new defaults even if the questions themselves have not changed.
• Handle whole courses by copying defaults file to the quiz repos.
• Add tests and update docs.
