Updated .editorconfig to change unused value preferences. Upgraded various packages in DallEApi.csproj, DallEConsole.csproj, and DallENet.csproj. Added TinyHelpers.AspNetCore package and related using directives in Program.cs. Modified Swagger configuration. Updated appsettings.json for new Azure OpenAI Service ApiVersion. Upgraded Nerdbank.GitVersioning in Directory.Build.props.
