[BUG] Title can't be hidden by setting option to false

Describe the bug
With General>Appearance>Show Title = False I still see the title

To Reproduce
Steps to reproduce the behavior:

1. Set General>Appearance>Show Title = False
2. Restart Visual Studio

Expected behavior
The text at the top of the window that says "What would you like to do today?" should not be visible.
