Motivation
Some dataset can be more resource consumming than others and will therefore need to reduce the concurrency for processing their tiles to avoid the pods to go over their resource limits. See linz/topo-imagery#1488
Modifications
Set imagery-standardising default concurrency to 4 (as previously), 1 for RGBN imagery and allow to overwrite the value via workflow parameter.
