They did not show as conflicts for me. Are you using the exact packages tlp and asusctl ?

is asusctl explicitly necessary for the power saving functionality ?

Looking to make that switch since I'm currently at ~15W idle ~21W working on a 90Wh battery.

Using your implementation I would basically double my battery life.

No. asusctl is only needed for toggling keyboard backlights (and slash LED).
TLP is responsible for changing power profiles.

TLP should work for the intel model as well out of the box. However, you might not find an equivalent to RADEON_DPM_PERF_LEVEL.
I recommend TLP which is easier to configure as it has less moving parts. However, auto_cpu_freq can also get the job done as it supports disabling frequency boost.
