I ended up re-working this to get X11 & Wayland popup placement patching. They now match. I'll verify MacOS later since I'm working on GUI stuff that uses popups for menus.
Having a Popup Window API is only required for Wayland, however, getting popups positioning across platforms is tricky. It's better if it's handled in the windowing layer.
