The anthropic/claude-haiku-4-5-20251001 handle is currently returning NOT_FOUND from the API, causing all haiku-dependent CI jobs to fail. Temporarily replace with sonnet-4.6-low across the headless matrix, Windows integration test, and integration test suite.
