This adds the ability to create "audiences" filters based on cohort membership, role assignments and profile fields (default and custom).
It will be usefull for #33 that will be expanded to include support for these filters.
I've not used any of Moodle's filtering API to keep it simple, but I've used Moodle forms in a new page to not impact the current flow to create/edit notifications.
