Add funding.json manifest to Kolibri for submission to FLOSS fund

Summary

• Adds the funding.json manifest to Kolibri codebase for submission to https://floss.fund/
• Since LE maintains several projects, the approach we're taking allows us to potentially add more individualized funding.json manifests to different projects, and to add the corresponding verification at /.well-known/funding-manifest-urls to the LE website
