This file is not part of the CTAN release and is not referenced anywhere. What is it actually doing?

It's not in ctan yet (I thought it would be by now) but it's part of some experiments elsewhere

Why is this here? It seems somewhat misleading to have this script here since it's not actually used for building the CTAN release. If we keep it it should be aligned with the GitHub Actions workflow.
