Improve config usage for tests

• WapServerConfigMock is now a spy instead of a mock
• application-test.properties are now used by tests using said config
• application-test.properties sparql ports have been changed to make collision less likely with real ports that might be in use during testing
• FusekiRunnerTest not using hard coded ports anymore

This PR should make test properties more aligned and transparent and lead to less flaky tests
