Binaries to aid Developers in Building Sigil on Mac (intel and arm64) and for CI

This release includes x86_64 and arm64 binaries for Qt 6.9.3 and Python 3.13.2 built as documented with the required patches and changes to make the Python.framework completely relocatable and to put the Qt framework into ~/Qt693/
