Ports savoirfairelinux#652 by @sparshrestha. Adds en_NE — Nepalese English variant. Functionally equivalent to en_NP (both use the Nepali numbering scale: lakh, crore, arab, kharab, neel, padam, shankha) but registered as a separate language code per upstream author preference.
