Summary of Changes

Removes the aria-hidden on the info icon and replaces it with an aria-label this serves a similar purpose to hiding the icon as it replaces the icon with the aria-label
This element can receive keyboard focus, but is hidden from screen readers by an aria-hidden="true" attribute which is an accessibility error

Testing Instructions

Check the list of available languages that can be installed and check that any outdated language has an info icon which can be tabbed to and display a tooltip and/or the tooltip is displayed on hover

Actual result BEFORE applying this Pull Request

Accessibility testing reports an error

Expected result AFTER applying this Pull Request

No change in behaviour but accessibility testing does not report an error
