dmake: Original Apache-Extras from SourceForge

This tag/release matches what was/is provided from the original dmake 4.12 from the Apache Extras site. Currently, a tarball of that dist is available from https://sourceforge.net/projects/oooextras.mirror/files/dmake-4.12.tar.bz2/download , so this just provides that exact source under version control.
