feat(tools): tool drawer + catalog + home rework#41

Global ?tool= drawer with stats (calls, p50/p95, payload tokens) and recent calls. New /tools sortable catalog reusing the data-table pattern; home cards link "View all" into it. Payload metrics now in tokens with soft per-metric targets in tooltips.
