then it splits to per-server

Unify the handling of "how many subprocesses" to use in the servers
code with a utility to guess how many we shall use. This is fed into
run_fn_on_each_server() so it can take care of the guessing for the
caller (who can also override it if they know).

If we have downloaded only partial inventory for performance, we might
lack the interfaces section, so watch out for that.

When pulling targets from inventory, only request the interface
information if the target is requested to have interface information.

Fixes an issue with KEY=VALUE (needed data passed as json = data)

In some commands we want to force if we see or not disabled targets
- Remove tcfl/util.py, which had old healthcheck code

- Move tcf healtcheck code to tcfl/healthcheck.py

- Run under tcfl.ui_cli.run_fn_on_each_targetspec(), so it can support
  multiple targets, unifying arguments, etc
Fix early copything date; this started in 2014, open sourced 2016? 2017?
