I am not very clear what "raw" means here.

Could you please clarify how this policy file will be used?

I used _raw when it does not have anything other than the rules. config/template/policy_v2.json includes the collaterals and servtd collaterals, pretty much everything before signing. This one is the initial policy. That's the difference. Open to rename.

I see. Since it is used by https://github.com/intel/MigTD/blob/main/sh_script/build_AzCVMEmu_policy_and_test.sh#L563, can we name it as the input parameter --policy-data "$POLICY_DATA_RAW" ?

E.g. policy_data_raw.json.
