Add data rights legend to the repository and remove copyright from README since it is no longer necessary.

The NOTICE provided on inferno-framework/inferno-core has a different wording, specifically:

To the extent necessary MITRE hereby grants express written permission to use, reproduce, distribute, modify, and otherwise leverage this software to the extent permitted by the Apache 2.0 license.

The Apache 2.0 License would still be present after the PR is merged. Is MITRE extending similar written permissions to this repository's code?

This PR and the others on repositories under "fhir-crucible" are "Draft" due to our team working internally to figure out if we need to add this NOTICE file to all of these repositories. If we do need to add the NOTICE file, then these PRs will be updated to include that additional sentence, so that they are identical to the NOTICE in inferno-core.
