On Win10 LTSC 1809 (64-bit), PCSXR Window always start at coordinate 0, 0 on screen.
According to CreateWindowW documentation:
So CW_USEDEFAULT can only be used with overlapped window
WS_OVERLAPPED | WS_MINIMIZEBOX | WS_SYSMENU, to make them unresizable.
