[draft][WIP] Test vercel per-branch preview deployments using serverless functions API

Motivation

• Enable preview builds so that changes can be tested without getting a change merged to main

Changes

• Currently not working, leaving branch open mainly as notes in case I need to revisit this someday.
  • Testing if Remove legacy "builds" prop simonw/datasette-publish-vercel#38 works for Stop using "builds", switch to using "functions" simonw/datasette-publish-vercel#33 - currently it does not.
  • The branch times out after 10 minutes in the deployment queue - I'm going to cancel the Next.js integration, and focus on github actions for the time being.
