Context behind the change

Exchange Oracle:

• Removed pause method
• When abuse notification is received, we are cancelling the job.

Reputation Oracle:

• Avoid sending abuse notification to exchange oracle when abuse is received.
• Send abuse notification when abuse is confirmed.

How has this been tested?

Deployed locally, created some escrows and tested if the full process works

Release plan

Deploy new fortune exchange oracle and reputation oracle.
Also checked the CVAT exchange oracle and saw that there is no webhook processing for abuse notifications.

Potential risks; What to monitor; Rollback plan

Check if the process is working fine in STG and the job is not being paused in exchange oracle.
