Fix pandas compatibility issue with Python 3.12 on Windows
Updated requirements.txt to use pandas>=2.2.0,<3.0 to prevent build errors on Python 3.12 (missing precompiled wheels causing vswhere.exe error). Also cleaned and improved app.py for version enforcement and stability.
