v3.16.4: Claw Hotfix

The Claw controller daughter board has major revisions 1 and 2. The firmware fix on .3 only had a check for major revision 1, which would cause it to use the incorrect memory map on revision 2. So add revision 2 versions (0x0217 and 0x0211) as well.
