We're getting pretty close to our 32Gi limit on NameRes Dev, so I'm going to increase it to 64Gi. Note that this will require increasing our allocation on ITRB whenever we deploy next.
It also combines PR #1042, which reduces the number of probe checks, and increases the number of web replicas on RENCI Dev to 2.
