chore: 🤖 bump ember-can

Description

Bump ember-can to v8. See CHANGELOG. Version 8 of ember-can is an ember v2 addon and includes better compatibility with its peer dependencies. These changes are needed for the api addon to reach embroider-safe compatibility on the road to vite.

There are two breaking changes that needed to be handled:

• can service was renamed to abilities, this was handled with a find/replace rename for the various discovered usage patterns
• Extending the resolver now needs to be done with extendResolver since they migrated away from using ember object and lost the reopen class api that was previously available. See Switch from an initializer to manual extendResolver usage minutebase/ember-can#186
