Integrating the new CMake based build process

This pull request includes a few changes:

• Integrates the new cmake based build process as a replacement for the old make based procedure
• Includes the changes described in issue Documenting changes to the source file references to local files in the PMFE build directory #25

The build procedure to use this on the math-mulberry machine is:

scl enable devtoolset-9 /bin/bash
mkdir -p GTDMMBSoftware2020 && cd GTDMMBSoftware2020
git clone https://github.com/gtDMMB/pmfe.git
cd pmfe
alias cmake="../cmake-3.18.2/bin/cmake"
cmake --configure . && cmake --build .
