Adds a dedicated data edge for the Rewards Eligibility Oracle on Arbitrum One and Arbitrum Sepolia, so its payloads do not share an event stream with the other oracles' and its subgraph has nothing to filter out. Deploying it needed two fixes first: this package never loaded
.env, so the deployer mnemonic was ignored, and thedeployscript pointed at ascripts/deploy.tsthat does not exist.
