This is basically a resubmit of #887 which fixes the clustering not working correctly when using fractional zoom. Props to @scarg0e for the original fix!
I think that PR got hung up on the Google CLA (I just signed it) and I'd really like to see this fixed move forward. I've updated it to work with the latest version of the code.
For some reason I'm unable to test the library when I build it locally (even before my changes) and copy it into my project, but it does build and pass the linters and tests.
