Added script to download videos, process and cross reference, and transcoded into jpg frames using opencv

The input should be the txt files specifying the train and test sets.
Output should be each training/test case, in its own folder with appropriate trans-coded JPG frames and an accompanying case.pkl outlining the frames and their corresponding pose, intrinsics, and timestamps.

Script name should be underscore based and not camel case to respect the file name formatting used in the rest of the repo
