[TextServer] Reorganize ICU data handling.

• Changes project config from bool to always,auto,never enum - see Automatically include text server data if project includes translations requiring it. #111062 (comment)
• Reorganize how data is handled, since we now use it for more than line breaking, some part is always included, so it is split to "full" (required data + break iterator data, 4.8 MB) and "base" (900 KB) subsets.
