### Soft-Skip

A safe output processing behavior where a handler skips an operation with a warning message instead of failing the workflow step. A soft-skip occurs when a condition prevents execution but is not considered a hard error — for example, when `target: triggering` is configured but no triggering PR context exists, or when `resolveReviewThread` is rejected by the GitHub API due to token scope limitations.
