The CI failure was caused by @types/ws@8.18.1 (a transitive dependency pulled in by the ws bump) using TypeScript generic syntax incompatible with the project's TypeScript 3.9.3. Fixed in commit by adding "skipLibCheck": true to tsconfig.json, which resolves the type-checking error in third-party declaration files without affecting type safety in the project's own source.

Two CI issues fixed:

1. TypeScript error in @types/ws@8.18.1 — already addressed in the previous commit with skipLibCheck: true in tsconfig.json.
2. ChromeHeadless timing out on Windows — fixed in the latest commit by using a ChromeHeadlessNoSandbox custom launcher with --no-sandbox when the CI env variable is set (which the workflow already sets).
