Including libKML in builds on manylinux2014 gives issues, so add it everywhere but there...
Note that there don't seem to be tests that run on the wheels built on manylinux2014, as the test that needs LibKML runs successfully on all tests on wheels (but fail/are skipped on the ubuntu-small docker images where the LibKML driver is not included).
