Summary
A few weirdos like me run on native Windows powershell to minimize the penalty of performance tax with WSL. This patch basically mirrors the functionality of the original setup script, and installing the skills files to all possible CLIs / IDEs skills directory.
Testing

Double checked both claude and codex can recognize and activate the skills from gstack.
Kiro installer on windows is broken in prod right now. We'll double verified that once it's back in good place.
