Replace the tool runner mako with the controller message helper. After this change the only remaining component mako in Galaxy is the
build_from_current_history.mako. Once all makos are removed and the client is bootstrapped directly through a FastAPI endpoint, the remaining controller endpoints will be migrated to FastAPI and the message helpers will be replaced with JSON responses.How to test the changes?
