[Repo Assist] feat: add filter, iter, exists, forall, find, choose, head, toArray, toList, ofList to PersistentVector - #247

Node.js 20 actions are deprecated. The following actions are running on Node.js 20 and may not work as expected: actions/cache@v4, NuGet/login@d22cc5f58ff5b88bf9bd452535b4335137e24544.
