In its current form, it probably isn't too helpful yet, but this proof-of-concept allows us to iterate the prompting and see if it is any good.

Github permissions make everything complicated.
Since the ukko GPUs have enough RAM anyway.

As half-jokingly discussed on zulip, this starts up a reasonably-capable LLMon a ukko GPU, feeds it a PR diff and lets it comment.
