Summary

Three contributor-led follow-ups, all narrow-shape:

• feat(storm): stormExempt flag (Feature request: add explicit wait action/tool for intentional polling without tripping the repeat-loop guard #350, PR feat(storm): add explicit storm exemptions for safe inspector tools #388 by @ctharvey) — read_file / list_directory / job_output / list_jobs no longer trip the repeat-loop guard.
• feat(jobs): wait_for_job tool (Feature request: add explicit wait action/tool for intentional polling without tripping the repeat-loop guard #350, PR feat(jobs): add wait_for_job tool for background jobs #390 by @ctharvey) — blocks until job exits or emits new output, returns the output delta. One call replaces N polling iterations.
• feat(skills): /skill new scaffold (Skill installation lacks a discoverable entry point #366, PR feat(skills): /skill new scaffolds a stub + README walkthrough #394) — writes a stub with frontmatter at project / global scope. /skill list empty state now points users at /skill new instead of a marketplace that doesn't exist.
• fix(skills): atomic create with wx flag (PR feat(skills): /skill new scaffolds a stub + README walkthrough #394) — close the TOCTOU race CodeQL flagged.

Test plan

• npm run verify — 135 files / 2166 passed / 1 skipped
• bunx reasonix@0.30.5 code boots cleanly
• /skill new test-skill writes the stub; second invocation reports the conflict
• Model that re-calls read_file 3+ times in a row is no longer suppressed
• wait_for_job(<id>, 5000) returns the moment the job exits with the output delta
