- This PR adds a proof-of-concept end-to-end submission flow for mars-cli that:
- Spins up the MARS repository-services (ENA + BioSamples) in CI
- Generates an ISA-JSON + dummy FASTQ files on the fly
- Updates dataFiles entries in the ISA to point to those generated files
- Runs mars_cli.py submit in --development mode against the adapters
