Fixes IDX-1083
If developing locally or for some reason the creation of the Hyperdrive fails, we fallback to using the Neon driver which we are migrating off from.
This PR adds a check to only use the Neon driver if that is the hostname of the connection string and else fallback to vanilla Postgres.
