Tab manager update: Bottom toolbar menu

Description

This PR updates the menu that's displayed for the bottom toolbar and shows the menu items in reverse order.

Steps to test this PR

Normal mode

• Switch the omnibar position to BOTTOM in the Settings
• Go to tab manager
• Tap on the Menu button
• Verify the menu items are displayed in reverse order compared to the TOP position

Selection mode

• Switch the omnibar position to BOTTOM in the Settings
• Go to tab manager
• Tap on the Menu button
• Tap on the Select tabs item
• Select some tabs
• Tap on the Menu button
• Verify the menu items are displayed in reverse order compared to the TOP position
