The ILLink test failure is due to #130738

That change moved the real sealed overrides:

Delegate.Equals(object)
Delegate.GetHashCode()

from MulticastDelegate to its base class, Delegate. MulticastDelegate now inherits them and no longer declares its own methods. This was intentional to avoid extra/new virtual slots that broke managed C++ compatibility.

@akoeplinger, looking. As an aside, do we know why these are failing here and not in main or the 11.0 branch prior to this PR? Seems like something in the codeflow may have been handled incorrectly or similar as everything was passing.

Looks like the issue is that the test was naively doing (decimal)1.1 instead of using 1.1m (which was not actually meaningful to the test and would've failed for many other inputs). Since this PR is bringing in an updated Roslyn toolset that itself was built off the conversion fixes, it caused a difference in result that only started showing here.

@tannergooding it's not just in VisualBasic, there are similar failures in other test suites.

As to why this didn't fail in main/11.0 until now, the reason is those are still using a preview6 SDK which uses a runtime to execute roslyn before your PR. It will show up there once we bump to preview7 SDK

Fixed. Sorry, Copilot opted to extract only one of the fixes and dropped the others when I told it to push the commit (it interpreted that as "push one" because it had opted to make one per file rather than putting them together)
