string.Splitbenchmarks are not representative of real world workloads so @GrabYourPitchforks suggested the following CSV benchmark:dotnet/runtime#38001 (comment)
This PR adds that benchmark so future perf regressions and improvements can be better assessed (e.g. dotnet/runtime#51259).
