[ADD] Introduce new module: Vendor Delivery Document → Wave (#2346)

Added a new module to simplify supplier delivery handling by generating batch picking (waves) from delivery lines. Includes features for creating delivery documents, assigning open pickings, and generating wave batches with support for excess quantity handling. Updated manifest and added tests, documentation, and essential views to enhance usability.
