STAR-1903 adds a new ConsistencyLevel option to Converged Core making the THREE ConsistencyLevel behave as if it was ALL_BUT_ONE. This is a bit disingenuous but a simpler change that is introducing a new ConsistencyLevel, since otherwise that would require client and protocol changes.
