Adds a script to scripts/ folder for compiling proto files.

I find I need to keep looking up the command to compile proto files from our developer guide, so I turned the command into a convenience script.

Code Review

The pull request introduces a new bash script, compile_protos.sh, to simplify the process of compiling protocol buffer files within the repository. The script automates the protoc command with predefined flags and path configurations, aiming to reduce developer effort and ensure consistency in proto compilation. The script checks for the presence of the 'proto' directory and the protoc compiler, exiting with an error message if either is missing. The review focuses on error handling, script clarity, and potential improvements for maintainability and robustness.
