Upgrade Hatch: 1.14.2 → 1.16.5

What does this PR do?

This PR upgrades Hatch from 1.14.2 to 1.16.5, the release that fixes the virtualenv problem that we encountered and fixed in #2312. (With the new release the version of virtualenv no longer needs to be pinned.)
