In parallel to sp::Keybinding::Type::Joystick and Controller, add a Mouse type of Pointer, MouseMovement, and MouseWheel.

In parallel to sp::Keybinding::Type::Joystick and Controller, add a Mouse type consisting of Pointer, MouseMovement, and MouseWheel.
If merged, #2779 would be able to use this definition to filter mouse inputs on bindings instead of defining the union ad hoc.
